The Intelligent networking manufacturing is a new and emerging trend of main economic
bodies and is expected to result in the fourth industrial revolution. The Industry 4.0 Guide of
Germany predicts that the labor force will face large variabilities and imbalance because of
different manufacturing systems and also the challenges of facing shortage technically skilled
labor while facing an oversupply of the labor force at the same time. How to adjust the labor
market rapidly is an important issue that must be responded to soon given the coming of the
intelligent networking manufacturing system era.
This study references the developing policies and labor force’s varying trends of
industrialized countries such as Germany, the United States, and Japan and refer to
corresponding research done by the ILO and OECD to discuss the possible changes of the
labor force due to new manufacturing and service types. Through site visits of the companies
and conducting forums with experts, this study collected the problems of the companies trying
to introduce the new system and found the gaps between the supply and demand of the labor
force in the process of industry upgrade. Through occupational skills demand analysis of the
new system, new and emerging occupational types and skills demands like imformation
technology engineer, user interface engineer, industrial data engineer, machine coordinator
and supply-chain coordinator will increase. And the demand of on-line operator, warehouse
keeper, and porter will decrease. Refer to German, this study proposes to set up a national
talent crutivation school for the labor shortage as to faster up the industry upgrade speed and
talent crutivation especially for the youths. For the labor surplus, this research also suggests
sugguestions for the governments to adjust for the unbalanced labor market and also for the
companies to plan their labor educations and adjustments.
The results from this study of labor force gap assessment and talent cultivation planning
can serve as references for the authorities to formulate policies. The emerging occupational
types and skills demanded that are recommended by this study can serve as references for the
authorities in charge to develop the occupational skills courses and help upgrading of industry.
The employment strategies for labor surplus can be adopted by the authorities and companies
to hold occupational skills trainings or to help employees with changing of jobs.
