Establishing Information Database of Chemical Materials in Science Parks

Abstract

As a result of advances in technology, chemicals are being widely used. Chemicals could be dangerous or harmful and thus require sufficient information to be used safely. In order to prevent chemical hazards, it is necessary to establish a complete chemical database to collect information on the use of chemicals. To assist in the development and implementation of the chemical safety use policy and hazard prevention management program, in this study, three science industrial parks were used as demonstration sites to establish a database of chemicals in various districts to strengthen the management of chemicals and provide basic information needed for various planning and accidental disposal.

This study established a chemical database and independent reporting chemical information platform in Hsinchu, central and southern science industrial park, combined with the assistance of experts on chemical use to help companies monitor the accuracy of data, and to improve their chemical management capacity. Total of 301 plants registered chemical data online. Specialist inspected on-site 164 times. More than 17,000 chemical data were collected, with about 2,100 chemical substances. Two major industrial clusters, optoelectronics (90 plants), semiconductor (83 plants) had a total of 165 and 159 types of chemical of over 100kg stored, respectively. The most used organic chemicals were acetone, isopropanol, and methanol. The most used specific chemical substances were tetramethylammonium hydroxide and hydrogen fluoride and sulfuric acid. The most used International Agency for Research on Cancer (IARC) chemicals were Nickel compounds, Dichloromethane (Methylene chloride), Catechol. These chemicals deserve further understand and attention. For on-site management, as the number of chemicals is in regular dynamic changes, some companies could not fully manage the existing quantity of chemicals, on-site environmental monitoring of value and safety management and other real-time information. For a small number of high-risk chemicals, as there might be potential risks in emergency situations, we should consider the use of information technology with the Internet of things and cloud technology to monitor immediate information and to also reduce the burden of human work.

Finally, the chemical database established in this study has the functions of mastering chemical information, chemical safety, emergency response resources, improving the management of chemical, internal control, and planning prevention measures. In addition, this study the experience chemical risk management and planning is available for reference between public organizations and competent authority. In the future, it’s expected to reach source control and implement chemical management.
