In recent years, labor awareness has rose that has transformed into labor problems and recently has become the media’s new darling. Obviously, the ascension of labor awareness is an impact that cannot be ignored and leads labor in spection more active. Department of Labor, Taipei City Government also implements new policy "The System of Accompanying Expert Witnesses" which is used in labor inspection when new Mayor and new Labor Secretary take office. Until now, labor inspection has been hated by enterprise all along, but it has been an important government’s policy that can protect labors, and make them avoid suffering from employer’s persecution. Regarding "The System of Accompanying Expert Witnesses", the new policy of labor inspection system, tripartite (government, enterprise, labors) has their own opinions. Therefore, these papers would try to interview these three kinds of people, and analyzing these results to discover how this new system can influence between tripartite. Moreover, it can also censor the degree of implementation of the new system, which Taipei City Government has currently executed for three times.

Through interviewing, no matter labors or enterprises, they hope the core factor of these labor inspectors is familiar with Labor Act. Additionally, we could find that "The System of Accompanying Expert Witnesses" has already used by the labor inspection institutions when it originally established. But there are some differences at different time. Previous system referred to Occupational Safety and Health of accompanied experts - professional doctor, and another one refers to working conditions inspection professionals. Taipei city government hoped that the labor inspectors not only enrich their skills, but good at Labor Acts. For labor inspection is a symbol of the Government’s authority. However, part of labors and enterprises don’t have favorable impression on labor inspection, even more than 60% of the enterprise feels that labor inspection is useless, it didn’t improve the labor environment at all. In addition to some labor be lieved that enterprises would transform the negative result of the inspection into labors, and it might explain why some labors mistrust the labor inspection. For these issues, how the tripartite get the maximum consensus is a worth subject to exploring.
